Anyone knows why they have 2 red lights in the traffic lights in Oslo?

Sorry, I can't tell you the reason.You can find that in Germany as well - its always a special traffic light for pedestrians or bicyclist and never applies to cars.On the picture it's seems to be the same because it looks like a traffic light for pedestrians.Maybe it's that the authorities hope that two red lights convice people without a licence plate to stop instead of ignoring that ;-)
